Ombudsman Chairperson
The Chairperson sits at the apex of the chart, indicating the post of Chief Executive Officer (CEO). The chairperson’s office shall comprise a technical assistant, one executive secretary, two analysts, an admin assistant, a driver, and a security. It is estimated that seven (7) staffers are needed for the smooth operations of the CEO’s Office.
Ombudsman Compliance/Member
The Ombudsman Compliance/Member, as designated by the chairperson, is the principal deputy to the chairperson. The Ombudsperson for Compliance has oversight for administration and investigation. This office shall be staffed by four persons including a technical assistant, an admin assistant, a driver, and a security. Other tasks/responsibilities of this Office are within other policy documents, such as the Financial Handbook.
Ombudsman Enforcement/Member
The Ombudsman Enforcement/Member, as designated by the chairperson, is the second principal deputy to the Chairperson. The Ombudsman Enforcement has oversight for enforcement and hearing of complaints. This office shall be staffed by four persons including a technical assistant, an admin assistant, a driver, and a security. Other tasks/responsibilities of this Office are within other policy documents, such as the Financial Handbook.
Executive Director
The Executive Director is the head of the secretariat. The Office shall have a Technical Assistant, an Admin Officer, and an Expeditor. The program and administrative staff will report to the Executive Director through their respective supervisors/directors as seen on the organization chart.

Program & Resource Mobilization
The Program & Resource Mobilization unit head reports to the Executive Director. The unit is headed by a Program Manager who is assisted by three staff, one of which handles monitoring and evaluation of the various programs/projects of the Office and a grants and Resource Mobilization Officer). There are two sub-units within the Program & Resource Mobilization Department:
- (1) the Public Relations & Engagement Unit, and
- (2) the County Offices.
The Public Relations & Engagement Unit (PRE) is supervised by the Public Relations & Engagement Liaison Officer. He/she is assisted by three other staff. The office will continually develop new relationships (while making efforts to maintain old ones), with various sectors of the community within the three branches of government, civil society, citizens, and residents along with the business community.
The County Office Unit is the direct presence and representative of the Office of Ombudsman within the 15 political subdivisions of the Country. The unit will be supervised by the Ombudsman Counties Coordinator. Each of the county offices will be headed by the Ombudsman Office County Officer (OOCO) or as would be designated by the Ombudspersons. The OOCO will be assisted by at least two staff. In other words, there will be about 45 county staffers who will be supervised by the Ombudsman Counties Coordinator.
This department is responsible for providing internal and external legal support to the operations of the Office of Ombudsman. Because it is a critical function, the office will closely work with the three ombudspersons, the investigation office, the hearing office, and other departments/units. It is headed by the Legal Officer who is assisted by the two staff.
This Office shall comprise 10 technicians and support staff including drivers, ground man, etc. They will report to the Executive Director. These staff shall be assigned to the various departments/units based on necessity. They will be vetted and recruited through a merit-based process.
The Office will liaise with the Liberia National Police to provide six VIPs’ securities. Two each shall be assigned to the ombudsmen.
- The Office will also hire the services of private security guards for the safety and protection of its staffers and facilities.
